为期两天的七国集团（G7）领导人峰会在加拿大魁北克拉开帷幕，此次峰会也被外界认为是一场“围剿美国”的峰会。川普星期五造成启程前往加拿大前表示，他有意藉本次峰会的机会，解决他所谓美国与盟友的不公平贸易协议。他还呼吁让俄罗斯重返集团，这又和盟国唱反调。

G7集团，即七国集团(GroupofSeven,G7)，是八国集团(Group-8，G8)的前身。该峰会是主要工业国家会晤和讨论政策的论坛，成员国包括加拿大、法国、德国、意大利、日本、英国和美国。

川普星期五一早在推特发表连串短文，其中一则写道：“我期待和G7国家解决我们之间不公平的贸易协议。”

川普近期的一系列举措，钢铝关税和退出伊核协议彻底惹恼了其余六个G7成员国。G7峰会现在大家看来已然变成了“G6+川普”。

而在出席G7峰会前，有消息传出，川普将无法参加有关气候变化的会议，将由一名助手代为参加。料到退出巴黎气候协议的事情还没完，巧妙的避开。川普错过的还有传统的领导人合影环节，并避免了与最近撕的最激烈的马克龙和特鲁多摊牌。可见，川普面对六国施压，既不会改变主意，也不想继续“撕”，现在一心扑在与金正恩的会面上。

为何专为法国总理“开小灶”？

近期川普在贸易政策上频频出拳，让西方盟友们怨声载道。G7峰会前夕，法国、德国和加拿大领导人加紧磋商如何应对美方贸易政策，明确支持多边主义体系。一些媒体甚至认为，已经分化成“G6+1”的这次G7峰会对川普来说是一场“鸿门宴”。不过川普的经济顾问库德洛6日出面澄清说，这只是“家庭式争吵”，他同时强调总统会坚持对贸易的强硬立场。

G7，这一以多边主义著称的集团，象征着国际凝聚力和以规则为基础的西方价值体系。而川普近期的单边贸易政策正在摧毁这一体系。

针对这次被川普弄“跑题”的峰会，各国都提前做了功课，加拿大总理特鲁多近期分别与德国总理默克尔、法国总统马克龙通电话，就应对美方贸易政策协调立场。法国总统府一名官员披露，美国以外的6个成员国已就峰会即将讨论的主要议题统一立场。

有消息称，德国总理默克尔今天提出建立一个机制与美国解决贸易分歧。但是有官员表示，在本次峰会中，取得进展的可能性非常低。但直至截稿前，尚未传出G7峰会在贸易议题达成协议消息。

力排众议川普任性“做自己”

川普的任性已经不是头一次了。此前退出巴黎气候协定和伊朗核问题全面协议已经招致西方盟友不满，此次峰会前又宣布加征钢铝关税，直接导致G7变为G6+1的局面。

其实自川普上任以来，西方盟友一直试图与川普政府搞好关系，尽量避免对他做出负面评价。但越来越多的不满和批评似乎显示盟友对美方的态度正发生微妙变化。面对盟友的不满，白宫国家经济委员会主任库德洛回应，川普愿意出席峰会，但“面对那些艰难议题时将泰然自若”。

不怕得罪人的川普此次在G7最亲密的朋友要数法国总统马克龙了。我们之前提到，峰会开幕前二人已经小聚了一番，马克龙还特地发了推。白宫发言人桑德斯于今天表示，两人至少还会私下会晤一次：“今天早些时候，川普总统和马克龙总理简单聊了下，他们交换了意见并简要讨论了贸易问题。预计他们今天下午会再举行一次会晤。”

川普为何如此青睐于法国总统？对比峰会开始前欧洲各国领导人的立场不难发现，马克龙对美国的态度是最为温和的。德国总理默克尔指出，美国和合作伙伴间的鸿沟很深，此次G7峰会可能不会像以往一样达成所有国家一致认可的联合声明；英国首相特雷莎·梅更没有给川普好脸色，她直接表态：不会在G7峰会期间与特朗普正式会晤，但会与其它各国首脑会晤。只有法国总理马克龙表示，他还是希望G7峰会的所有参与国能够签署共同的协议。川普选择了马克龙作为突破口，是最有机会在贸易议题上达成一定共识的。说服了马克龙这个“中间人”，再与欧洲其他国家磋商也就容易多了。

冰释前嫌？川普助俄罗斯重回G7

川普从白宫南草坪出发前还对记者表示，G7国家将俄罗斯逐出全球最先进经济体集团的决定，应该要撤销。俄罗斯此前因并吞原属乌克兰的克里米亚，而遭冻结会籍。

川普表示，面对世界格局，国际社会应该把俄罗斯拉回到谈判桌上，而不是把它排除出局，“不管你喜不喜欢，也可能听起来政治上不正确，但是我们必须要管理这个世界。”他说，“曾经的G8成了G7，他们把俄罗斯赶了出去，现在应该让俄罗斯回来，我们应让俄罗斯回到谈判桌。”

川普话音刚落，加拿大、法国和英国立刻释放出反对的信号。只有意大利总理孔特站在川普这边，认为俄罗斯重回G7是“众望所归”。俄罗斯方面也并不领情，克里姆林宫发言人表示，俄罗斯对除G7以外的其他形式比较感兴趣。

不过，也有分析认为，美国对欧盟加征关税，将助推俄罗斯与欧盟关系的回暖。俄罗斯与欧洲的关系曾因乌克兰危机而降至冰点，而近期俄欧关系逐渐出现回暖迹象，这其中还有美国的“功劳”。美国关税把越来越多的欧洲国家推向俄罗斯，他们希望在欧美关系出现磕绊之际，至少还能与俄罗斯保持对话。

6月5日，BBC报道：美国商界巨头、共和党最大金主科氏工业集团掌门人科赫兄弟出资百万美元抵制特朗普的关税政策。

不止取消加征关税，还要重返TPP

报道称，科赫兄弟资助了繁荣美国、自由伙伴商会、自由行动三个团体组织。

这三个组织将通过打广告、游说、基层动员等方式宣传自由贸易的优势，抵制特朗普随意加征关税。

三个组织还公布了一份贸易建议清单，建议的重点就是鼓励市场竞争和取消关税，甚至包括重回跨太平洋伙伴关系协定（TPP）谈判。

反对特朗普的原因是特朗普的关税政策损害了美国跨国企业在海外的利益，例如中国、欧盟、加拿大都列出了反击清单，部分美国商品的出口遇到困难，引起了相关企业家的反对。

在今年3月，共和党金主科赫兄弟中的查尔斯·科赫就在《华盛顿邮报》上发表署名文章称，加征关税虽然能够给科氏工业马上带来财务好处，但这是短视的，长期而言是不利于美国经济可持续发展的，他呼吁所有企业界领袖一起站出来予以抵制。

科赫家族如何赚了这么多钱？

科氏工业成立于年，由科赫兄弟的父亲费雷德·科赫一手创立。

父亲费雷德·科赫毕业于麻省理工学院的化工专业，他研究出一种新的炼油技术，不仅降低了炼油成本，还提高了产量。

据媒体报道，蓬佩奥从哈佛毕业后，和三个同学创办了一家公司，给蓬佩奥提供创业资金的就是科氏集团。

蓬佩奥的家乡是加利福尼亚州，但蓬佩奥当选议员时代表的是堪萨斯州，堪萨斯州正是科氏工业总部所在地。

有报道认为，科氏创始人查尔斯·科克和大卫·科克在政界扶植右翼共和党人作为代表，蓬佩奥正是填补了这一角色。

年特朗普刚胜选，当年11月份，就提名蓬佩奥担任中情局局长，年1月美国参议院通过蓬佩奥的任命。

3个月后，蓬佩奥又从中情局局长变成美国国务卿，这样的速度，无疑背后有共和党最大金主科氏兄弟的支持。

以前反对奥巴马，现在和特朗普也不和

作为共和党的最大金主，科赫兄弟和民族的的奥巴马关系不好也正常，科赫兄弟反对奥巴马对富人加税。

年奥巴马获得连任，科赫兄弟筹集1亿美元的“战争基金”，致力于将奥巴马赶下台。

现在，科赫兄弟又和特朗普不对付，简单来说，这些富豪和阻碍他们利益的人不对付。

民主党的大金主

大家熟知的金融巨鳄索罗斯正是民主党的一个大金主，索罗斯拥有量子基金，年狙击英镑、泰铢，制造了“亚洲金融风暴”，最后折戟香港。

此外，部分硅谷科技巨头也是民主党的金主，不过相比于传统行业大佬，硅谷的“程序员”不太喜欢在政治上出风头。

共和党的大金主

共和党的金主集中在传统行业，例如赌场大亨史蒂夫·永利。特朗普竞选期间，永利帮助共和党全国委员会筹集了超过1.3亿美元的资金。

因为特朗普也经营赌场，史蒂夫·永利和特朗普有较深的交情。

“叛变”的金主

民主党与共和党的金主并非一成不变，金主支持候选人主要是出于利益考量。

年特朗普和希拉里竞选时，共和党大金主，电脑制造商惠普CEO梅格·惠特曼就宣布她将支持民主党的希拉里而非共和党的特朗普。
